The Town of Newmarket is planning to pass a 2.99 per cent tax rate increase that could cost the average local homeowner $75 annually.

Town council is reviewing its tax-supported operating budget Nov. 11, with plans to pass the budget in December. Council will also review a proposal to take over the ice-making at Lions Park and new developments progressing forward.

Here is what NewmarketToday will be following:

Budget coming forward

Newmarket is preparing to advance a budget with a tax rate increase substantially lower than last year’s.

The municipality is proposing a 2.99 per cent property tax increase for its portion of local tax bills. That would amount to $75 more annually for a home assessed at $711,000 by the Municipal Property Assessment Corporation. Council will hear out a budget presentation discussing this year's tax rate increase.

The staff budget presentation said this is being achieved while maintaining service levels and funding growth.

Newmarket passed a 3.99 per cent tax rate increase in 2023 and a 1.99 per cent tax rate increase in 2022.

Lions Park ice rink

The town wants to use new rink technology to keep the outdoor rink at Lions Park more consistent.

Staff are moving forward with a proposal to pilot a refrigerated rink system at the outdoor rink that has run for several years at the location. The system involves the used of refrigerated mats that can help keep a flat surface cool during above-zero temperatures.

For many years, resident Chris Howie has run the rink with thousands of hours of volunteer work. But the staff report said the effort has been difficult with warmer temperatures in recent times.

“Given the environmental factors, and the demand for recreational ice use, this pilot program provides an excellent opportunity to enhance a service in a cost-effective and sustainable manner,” the town said.

The report said that Howie has been consulted and is aware and comfortable with this approach.

“After spending so many hours volunteering his time against the frustrations of weather, he is welcoming the opportunity to gain some time back in his personal life,” the report said.

Davis Drive development progressing

A proposal for a new storage and retail facility at Davis Drive is set to advance.

The new six-storey proposal on 514 Davis Dr. is up for zoning approval. Currently the site of a parking lot, but Oskar Group wants to build a self-storage facility with some retail and office space there.

Council will also consider advancing a proposal for 24 townhouse units at the corner of Davis Drive and Hamilton Drive. The proposal on the lands designated 1041, 1051 Davis Drive and 15, 23 Hamilton Drive, would be for three-storey buildings using a private condominium road. The proposal is also up for zoning approval.
